According to the State
Council Information Office of the People’s Republic of China on May 29, a new
outbreak of African swine fever occurred in Yongdeng county, Lanzhou city,
Gansu province. Recently, a report from the Chinese Center for Disease Control
and Prevention (China CDC) in Gansu has shown that the new outbreak of African swine
fever was at a pig farm in Lanzhou, Gansu. It was confirmed by China CDC that
the farm contains about 10,000 pigs, among which 280 pigs have symptoms of
African Swine Fever and 92 pigs have died from the disease.
After
the outbreak occurred in Gansu, an investigation group was immediately sent by the
Ministry of Agriculture and Rural Affairs to manage and supervise the situation
of the pandemic. The government in Gansu has already issued a new emergency implementation
plan for African swine fever in 2020, according to Ministry of Agriculture and
Rural Affairs.
According
to the new version of the emergency implementation plan for African swine fever
in 2020, epidemic focus, epidemic areas, and vulnerable areas should be
categorized scientifically. In terms of epidemic focus, infected and sick pigs
should be slaughtered immediately and with precision, and bio-safety disposal measures
should be undertaken after the slaughter. Additionally, sending live pigs and related
products in and out of Gansu should be prohibited. The management of the
epidemic situation is ongoing.
Muyuan
Foods denies connection with ASF outbreak in Gansu
On
June 2, Muyuan Foods Co., Ltd (Muyuan Foods), a China-based company principally
engaged in the breeding and distribution of pigs, replied to investors on an
interactive platform that the outbreak of African Swine Fever, which was
reported by the State Council Information Office of the People’s Republic of
China on May 29, has no relation with Muyuan Foods. Muyuan Foods has recently
not established any farmland in Yongdeng county, Lanzhou city, Gansu province.
Ministry
of Agriculture and Rural Affairs issues second edition of emergency plan for
ASF 2020
In
order to adjust to the new requirement and new situation of the prevention of African
swine fever, strengthen control of African Swine Fever and provide a guidance on how to manage African Swine Fever scientifically, the Ministry
of Agriculture and Rural Affairs has recently issued a second edition of its emergency
implementation plan in response to African swine fever in 2020. Meanwhile, the
first edition of the emergency implementation plan for African swine fever has
been suspended.
It is clear
in the second edition of the emergency implementation plan that any company or
individual should immediately report to the local authorities if pigs
unexpectedly die, such as the Department of Animal Husbandry and Veterinary, Animal
Health Supervision or the provincial China CDC. After learning of cases of pig
deaths, local authorities should evaluate whether the cases are considered
suspicious. In terms of suspicious cases of African swine fever, the local
authorities should take samples for testing immediately. Positive test results
should be considered suspicious cases. If the test results from the provincial
China CDC are positive, a suspicious case should be considered as a confirmed
case.
As for
the ASF cases discovered during transportation, illegal transportation of pigs
without a valid quarantine certificate should be handled according to the Animal
Epidemic Prevention Law of the People’s Republic of China. In terms of legal
transportation of pigs with a valid quarantine certificate, subsidies for pig
slaughter and bio-safety disposal measures will be given by the place of the
African swine fever outbreak and the location exporting pigs.
